A Muslim woman must have clothes that they wear covered except hands and face. Clothing should not display their measures (unadjusted figures) is not transparent and should not the clothes worn by a lot of attention as a bright colorful costumes of Hawaii.
To answer your specific question, a Muslim woman can wear shorts and skirts, in front of children, women and men mahram his family, his father, brothers, uncles, husbands, brothers and nephews of the breast (one brother, his mother's breast fed as a baby). But even here there is a limit, it should not be between the navel and knees with a person other than her husband.
Hope this helps, Salam. (Please remind me if I've forgotten something)

For women, the extension of mandatory reporting on the entire body except the face and hands are covered to the wrist. If you wish, they may even for those parts of the body. Some scholars of Islam point out that the face and the hands are part of the mandatory scope of "hijab".

These five criteria are the same for men and women.
